My Lord,
I have the honor to recall your Lordship's attention, before I leave these shores, to the shameful connection between Crime and Government at Hong Kong.
Your Lordship will, probably, not have been informed of the fact by the local authorities. But the local press records without a comment, as indeed, how should it appreciate it sufficiently to comment? the reception of the notorious Daniel Richard Caldwell at the levee of the Duke of Edinburgh, whilst the guest of Governor Sir M. J. Macdonnell at Government House.
The young and inexperienced Prince was, no doubt, ignorant of Caldwell's character.
To the Right Honourable
Earl Granville, K.G., &c., &c.
H. M. Principal Secretary of State
Colonial Office.
